Fix Berserking (troll racial)

Please fix berserking, its THE hallmark troll racial and is currently not working as intended. It's supposed to be 10-30% faster cast depending on health and at this time is 5% regardless of health.

Trolls are being discriminated against and I just can't allow this. Just because we are a minority doesn't mean our racials are any less important than any other race. Please fix this, Nost is such a fun server and I hate being at a disadvantage against other priests because my primary racial is broken.

Trolls are fat, smelly and ugly and they always asspull in dungeons causing wipes, especially troll mages. The less trolls the better
