About the mob spawn, what we said was not to lower the timer only for the time of the server release. That is indeed not blizz-like.
However, it does not mean that every mob or object timer is correct.
In one hand, this would not surprise me, since it is not the kind of "bug" that is discovered during a normal test. The bright side is that such a "bug" can be fixed in a very short time.
In the other hand, it is quite difficult to proof there is a bug. Retail vanilla was full of quite frustrating elements like quest items with very long respawn time or with low drop rates on creatures.
It is worth to be investigated. It is the kind of thing that may seem silly to a dev's ears, because it is simple, but it actually affects the gaming experience. Like you, I think that some quest objects have horrible timers, and I wonder if it is the actual timer of vanilla wow or a bug inherited from Mangos.
