I'm anything but a casual scrub, but this is actually something that should happen, even if the there was a cooldown on cheap respects. For example, normal costs of respects, but if no respect in last 24 hours then reduced cost. Raiding is what made vanilla great, and respect and repair costs are two things that greatly took away from that.
It's not a bad suggestion and those who just try to shut it down shouldn't measure their greatness in a video game by their ability to farm gold (because of class choice or lack of RL aggro); calling others casuals or retail scrubs because raiding is difficult logistically because of these very unnecessary rules/policies is just trying to ignore the truth that these were some of the best changes blizzard ever implemented.
