There is no queue for this battleground. It is fact.

Can you return the multiqueue for 20-59 lvl brackets? There is no sense in pvp faction items.

i suggested that we could sign up for battlegrounds from outside cities ( everywhere ) would be a healthy thing for the battlegrounds..

This is exactly what needs to happen, even if it's simply adding more battlemasters throughout the world. People questing aren't going to go stand around in town. The BGs need a healthy influx of solo queue people at every bracket.

is it realy so dead at 40-49 and 50-59 brackets ?
