The dagger was changed in Patch 1.10. Previously, the proc was an "On Use" ability with a 1.5 second casts and a 30 second cooldown.

This is already on the tracker. Before the AV patch it actually used to work. However, the admins of the server believed it was too useful so they removed the proc because they could not find a way to fix its function (even though it was still shittier than anything available in Molten Core).

It's a click-to-use effect.

Instead of making a new spell effect blizzard changed the existing spell effect which means the text description for the old effect doesn't exist in the 1.12 client so they can't change it to the old effect.

You can see that it wasn't changed to this until March 2006:
"Updated: 2006-03-28 13:03:33"

So it didn't have the proc until patch 1.10, between AQ and Naxx.

The old on-use effect was also removed because it had a 30s cooldown and was way OP for mana regen (same as 16mp5).
