1.4 Stats and Visuals vs 1.12

Hey I noticed in game people can see 1.12 cached stats and not the proper 1.4. I tried deleting my WDB folder and wiping all caches with restarting my game client and still seem to be seeing 1.12 stats on items. Can anyone give any suggestions as to why I still see the 1.12.1? Thanks.
