How does that sound? They implemented it some time ago on retail cause havent thought of it.
If not possible, would be a good idea, no?

At least make people get flagged for starting to cast a hostile ability, not flagging them when the bolt is sent, giving them a huge advantage.

At least flag hunters that put aoe slow traps or make them not affect enemy players as long as the hunter is not pvp flagged

Id suggest to make the starter zones not give protection to lvl 60 players, since they are the ones who are not -griefable-/able to fight back

If you're going to fight people on their "home" turf, they get to have their home field advantage. This is one of those advantages and part of vanilla's mechanics and one we will not change.
