In the latest patch note of 12/03 it has been stated that: 'ITEMS: Remove some pre-1.10 recipes still present in the game'

Are the people who received pre-1.10 recipes or other items for that matter allowed to keep them?

You could receive recipes for removed items. The recipe existed, but the item itself did not. So nobody will get any sort of advantage. Actually, when engineering specializations were fixed a week or so ago, I've lost the few gnomish engineering recipes I managed to learn, guess it'll be same this time.
