Remove holy resistance on players and mobs.

This is vanilla.
I think it's a good idea to have it like it was back in vanilla.

2:02 = 322 dmg (321 resist) = 50% = 643 full amount of damage - Seal of Command
2:07 = 163 dmg (54 resist) = 25% = 217 full amount of damage - Judgement of Command

. My fa... paladin used to get partial Seal of Command Resists on +2 and +3 mobs (haven't seen many since i hit 60 as there aren't many 61+ mobs around for me to beat upon). These partial resists are pretty rare though.

To save you all from reading:
- Appearantly higher level mobs(60+) have some base chance to partialy resist your spells even if they have 0 resistances. For boss level mobs its around 5% damage lost to partial resists.

I got a partial Holy resist tonight. Didn't think that was possible.
(It was on a lava surger, FYI).

I've had several partial resists on holy damage against mobs 2-3 levels above me. I thought that was common. Although I was only smiting since 1.10 which is after this change.
My metric for partial resists are when a spell that hits for 400 base damage randomly hits for like 150 and shows as much in my hitsmode.
How it suppose to Work
(it should partial resist only according to level based , holy resistance didn't exist back then and partial resist should work according to level base)
Currently in Nostalrius
(all mobs have Holy resistance and it's partial resist is too high on everything instead according to level base)
Seal of Command should dodge/parry/miss and partial resist (only according to level base) high resistant mobs should not affect holy damage at all

Unlike other spells, Seal of Command and Judgement of Command are considered physical hits, that does Holy damage. They both use melee crit and hit stats instead of spell crit or hit, and when they crit the damage will be multiplied by two. However like other physical attacks, Seal of Command can miss, or be dodged, parried, or blocked. Judgement of Command can only be resisted.

Holy Resistance has been replaced with Arcane Resistance.
