Quest XP gain and quest chains

Honestly I think quest rewards raised or requirement to level should be lowered(especially on pvp server) I am having to take notes on what quests I can't pick up in the middle of a chain of them because I am not high enough level to pick it up ie. Dragonmaw catapult in the wetlands. I am lvl 33 and I am running out of quests I can do. I think part of this might be because of having to group due to the sheer numbers of people trying to do the same quest.

If you're running out of quests, you aren't looking hard enough.

Just grind the whole way from 1-60. Easy!

Not going to happen. Make sure you are doing all quests in a low zone before moving on - this running out of quests thing usually happens only because you started doing red/orange quests in a new zone instead of finishing green/yellow quests in an "older" zone. There are easily more than enough quests in the game to do 1-60 without grinding at all.
