First, some guards are still bugging when you talk to them to give you info where is class/profession trainer located (some are giving wrong info, some are giving good info but don't give you on mini compas arrow location and some of them are just saying "Greetings -your name")

Second, when you wave to a NPC guard (when you select NPC guard and then type "/wave" in chat and press enter), the selected NPC guard should wave you back

Need precision of which guard of which city are talking about.
