Back in the day it was a repeatable quest - you got experience for turning in 3 tokens, it was in when you had to queue for Warsong Gulch in Ashenvale / The Barrens atleast.
I remember this vividly because I was leveling my rogue and druid this way, it wasn't efficient but PvP > questing.
There were no battlemasters in the capitals and it was way before BWL was released.
