Queue Mechanic Revision

Issue: Currently, leaders of groups cannot use the Group Queue function unless if every other member of his group doesn't have a queue of their own.
Intended Mechanic: Group queue should override all other queues.
This error message isn't a retail feature.
Whenever a BG is queued for, everyone receives the error messages: "Your group has joined a battleground queue, but you are not eligible" too.
