Captain Sander's Treasure Map drop at all for Horde?

On every horde character I've had, as far back as early vanilla, I got this item that starts the quest. I've completed this quest on horde several times on retail vanilla, but I can't seem to get this item to drop from Westfall on my Horde character in Nostalrius. I've spent maybe 5 hours 1shotting murlocs (maybe 2000-3000 murlocs killed) and still no Treasure Map drop.

Does this item drop for Horde on Nostalrius (or any faction for that matter)? If not, it should because it was available to Horde on retail vanilla.

I would have stopped after the 50th Murloc to be honest. If it isn't dropping for you, it is likely not dropping for Alliance either which means it has yet to be added into the game. If you do find that it is dropping for Alliance then you should submit a bug report.
