Garr broken

UBRS Rend has been bugging too, the event keeps resetting. Looks exactly like your Garr vid. It seems like the range of players from the mobs, if it's too far, it'll bug out and reset.

Has never happened before until recently.

We had this Garr bug happen to us one week like ~3 months ago. Don't know what caused it or how we fixed it but it happened a couple pulls in a row.
