Putting all PvP and PvE agendas aside, any reasonable person would agree with the fact that the ultimate end goal of AV is to win it, and to win it you gotta kill the enemy factions leader, and that won't happen when you got 40 people turtling their own base. As I mentioned earlier, putting 40 people on defense is a destructive approach to the game, You won't win it and you won't lose it, you simply

You basically just PvP till some productive players spawn some elites. Then you charge with the elite NPCs, and advance. And what you said doesnt make sense. What do you mean I'm bullshitting? How? Its indeed true tat the rep gains on turtles are like that. Yeah. What did I say to prove otherwise?
Every single player looted is worth 3-4 rep. Whereas you get 350 rep for killing the enemy general (extra rep comes mainly for having objectives).
The effective way to win is a 3-1 offense-defense ratio. Many mindless epic greeding people suggest a 1-0 ratio instead which means certain loss if enemy has any defense.
In addition some people turtle for gold, and its also really effective and PvP oriented.
As I said on a previous post, just see what happens. If a turtle occurs, thats what most people want
