The location of the NPC Grimand Elmore i think its incorrect, see where he are located:

He sometimes walks outside of the building. I've seen him walking out, and I've seen him walking back in.

This is the correct location.

Yeah, sometimes he's outside the building, and other times he's inside where he usually is. Not bugged!
