What patch is Nostalrius?

What patch is Nostalrius? I've read that it is 1.12 and that it is pre 1.4. Does this mean that its using patch 1.12 with some fixes that come with 1.4?

It is running on patch 1.12.1

It is and will always be 1.12. They are just controlling server side changes to emulate older patches.
