^This, the cap isn't going to be put into effect until sometime in the future. Probably 3-4 weeks to let the population settle.

The population will settle. With retail, the new servers lost many players after a month. Unless you had a huge commitment to wanting to stay on this server, most people won't have the patience to relevel.
