Weapon damage normalization

So, will we have weapon damage for specials based on weapon speed or is the server going with post weapon damage normalization that happened sometime in BC (from what I remember)? It will make a pretty big difference when looking at gears lists and determining what weapon a person will use whether its damage range or weapon speed.

it happened in 1.8 with googling it once and this server is 1.12.1 mechanics
