Hallowen ends bugged?

Sometimes I see people with hallowen ends buff ..I ask how to get it ..they say in front of the AH in orgrimma..but i cant see anything and i cant click those pumpkins ..any idea about that ?

in front of the AH in OG, and yes there definitely is an NPC where you can buy it
