Rune of perfection/Rune of duty.

Curious if this was intended to be added with the zg content patch, I know there's a pre-existing post concerning this but it was quoted as such

The Battleground reputation rewards are planned to be released with the introduction of Alterac Valley. You can see when that will happen here: https://forum.nostalrius.org/viewtopic.php?f=2&t=4 . This is not final, as this subject is important to us, and thus still under discussion.

Read on the bug tracker it was to be added with zg content also this was said * Once ZG has been released, new PvP items will be available (R7, R8, R10), and R12/R13 items will be updated, in line with the stats known after 1.11 patch.

I'm however friendly and unsure if it's available at honored, which would be improper, was available at friendly retail. Either way, retail it was added during 1.9.0 so would appreciate clarification on the matter, or if you could mail it to me after i got rekt for 3 hours to get this, that'd be gravy too.

Rune of Perfection as well as Rune of Duty were added in patch 1.9.
