Can hunters PvP without raiding?

Hunters can pvp, but generally you will be just defending the farm in AB, and you are gear dependent as hell.
You really really screwed up in getting rid of the mage if you want to pvp. Mages are stupid good with polymorph, counterspell, and your damage. One of the few classes that can 1v2 if played properly without great gear if you manage it correctly, with good gear mages kill EVERYTHING. I played a very geared mage in vanilla and the only single class that had a single chance of living was paladin that could bubble quickly

There is no serious PvP in Vanilla, since there is no arena. If you mean stuff like AV, I guess hunters are good in that. yeah.
