Where is the PvP server at, in terms of content?

Hey guys I've searched around a bit and can't find a good answer on what content the PvP server is on. I don't want to start on the fresh start server because I want AV to be a thing, and I can't decide between a hunter or priest to level when the old PvP server launches. Is the old server past ZG, so I can actually roll an spriest and be viable with the 16 debuff slots? Or should I just roll hunter?

It's at patch 1.8 so both AV and ZG are out.

Yes 16 debuff slots are active on the PvP server.
