Well, according to the first paragraph of the terms of use, names containing racism, ethnicity and/or nationality is an offense. I wouldn't go so far as to have it bannable, but forced change of name.

@ OP

GMs are pretty good with fixing names that are against their set TOU/TOS. Now he will not get banned for this, because that is just ludicrous. But if you report it, the GM will look into it and change the name or contact the said person to get them to choose a new name.

In general I tend to support the "ban nain" camp but in this case it's a bit silly.
