We're currently in a weird mix between patch 1.2 and patch 1.3 in terms of PvE content and item stat & progression.
Since Dire Maul isn't out yet, it's not quite patch 1.3 yet.
Most of the item updates happen in patches 1.4 and 1.10 respectively. There will at least be tons of new items and item buffs in high lvl dungeons and raid gear in patch 1.4.
If they're following the timeline then we can expect the first major item update (patch 1.4) to arrive between Dire Maul release (1.3) and BWL release (1.6).
But it would not be all items, and that includes the quests that are missing as well due to having items that didn't exist in our current patch item-wise. (That's f.ex. why Searing Gorge is mostly empty atm).
Unfortunately the item progression is far from perfect on Nostalrius. There's lots of items with wrong stats and effects (they have the post-update stats instead of pre-update), and some quests that should not be in-game yet, are in-game.
But all throughout between patch 1.4 and 1.10 - expect to see a lot of new items, item buffs, item nerfs, and new quests being added with new items. The most major patches being 1.4 and 1.10.
But that's only my speculation. That's how it will be if they truly keep the progression "blizzlike", or at least, in line with the actual patches and updates back then on retail vanilla.
