I'm pretty sure it was considered "no". Back before RealID you couldn't chat cross faction, and having toons on opposing factions wasn't possible on a PVP server.

Yep, see my edit - it isn't allowed.

This person or two people should be banned for this activity. (no matter how funny or inventive the idea was...)

On retail you could have two accounts, one for each faction. Nothing wrong with that.

Just because something is possible, doesn't mean it is in accordance with the rules. VOIP wasn't part of Vanilla.

Is who is communicating with who really an issue? I seriously doubt extortion, by any means, would be considered acceptable on this server or any other server at any time regardless if someone had the foresight to make up the rule.

happened in jubei'thos in vanilla wow in silithus before the opening of aq gates, an allie pvp guild organized its members placed a level 30 horde in town spamming on local defense, and general about paying taxes before heading out. And they really defended those who paid the taxes, if you were getting ganked they would mc you and heal you back up to full. too many mobs on you? they would help you kill a few, gank horde who are taking your mobs. Sadly it didn't lasted.
