It's not a rumor. In fact the very character tab itself, if you hover over Intellect, will tell you that it increase the rate at which weapon skill increases. Blizzard themselves told us that from the very start in-game on the character tab.
I always request for Int buff from mages while leveling in dungeons, even if I'm a Warrior. Every bit helps.

..wait, doesn't a merchant in every city sell stat scrolls (IIRC, it's where Inscription trainers eventually are placed)? >.> save some trouble and buy em up?
