Shimmering flats is pretty up there, fantastic little quest hub.

My favorite would definitely have to be Winterspring. I love the winter atmosphere, and the immense variety of quests. This is also where I had my first world epic drop, the Eye of Flame. I was leveling on my mage, which made it even more epic.
