Actually mounts are racially locked until sometime in Lich King.. No amount of runecloth will let you ride a wolf as a tauren.

that patch means even if you arent exalted you can ride different race's mount
you can still ride a mechanostride as a human in vanilla if you are exalted

Ya by restrictions they meant those things in particular I guess. I distinctly remember having the orange raptor on my UD shortly after the AQ donation event.
