Still makes no sense, since in retail when the price was 81g (as exalted) the mount never required epic riding skill.

I think they have made o bit of confusion about the price and the skill required to use. I have read a Blue post from 2006 and the price was set to 10g after the reform of riding.
"- Due to the change in riding skill requirements and costs, here are the new standard costs of all mounts:
Level 40 mount - 10 Gold
Level 60 mount - 100 Gold
AV epic reward mount - 10 Gold
PvP epic reward mount - 10 Gold "

Black War Ram
Black Battlestrider
Black War Steed Bridle
Black War Kodo
Red Skeletal Warhorse
Horn of the Black War Wolf
Reins of the Black War Tiger
Whistle of the Black War Raptor
Wintersaber Mount (Requires 75 Riding Skill*):
Reins of the Winterspring Frostsaber
* Even though these mounts only require 75 skill to ride, a player will be given 150 skill if they had it previous to 1.12.1. These mounts additionally all move at a 100% speed increase, although they do not require the 150 Journeyman riding skill.

Black War Ram

So i have found another reference from the same period which agrees with the the previous blue post i have mentioned saying:
Base prices of the PvP Rank 11 mount and the Alterac Valley Exalted mounts are10g[/size]
