Well, due to hard overcrowding, the devs HAVE TO do something about it. One version was (is?) to open another PVP server. That would help to take much strain off the 'old' server but would also really cripple-dillute the PvP player base ("split in two").
Another option is to put a cap to the total number of players online on the server. That would be very effective. For some time. Ultimately, many players would simply scorn the unpopular measure (queue) and migrate elsewhere, same PvP experience but no lag/queue. That would also hurt Nostalrius.
Another version is to listen to the PVE mass of players that are asking for 'their own' server. In doing so, the PvP server potential damage is minimal, since PvE players are just a (LOUD) minority. The PvP server gets a hit (who cares those PvE 'carebears' that never belonged here anyway). Less lag, less tinkering with game mechanics to ease lag artificially, more than enough gankable material (new pvp players). Everyone'e a winner.
I firmly believe that we will get our PvE realm since it is the most intelligent and sensible option. The PvP server will stil be overcrowded some, but as the Devs stated, during the last AV event they performed some new tests and seem confident about the 'new hardware' and it's ability to cope with the (reduced some due to the PvE migration) player base.
