I'm the owner of a simillar service (which i'll not say here since my intention is explaining how such services work and not to advertise). Proxy / VPN services can help you, yes, IF you have a latency PROBLEM.
So now, lets define what a latency problem is, since this is where people tend to misunderstand or misjudges their situations.
Packets going to point A (eg. your computer) to point B (eg. the game server) are much likely a car going from one city to another: they must follow a route (which is simillar to roads) to get to their final destination. Also, the longest the trip is, the longer the time it takes to reach the destination. Having "good internet" can lower your ping as much as it is physically possible considering the current technologies available, and once you hit this limit it is impossible to further lower your ping using anything available.
To make an example, a player in south america has around 200ms ping on Nost. It sure is laggy, but it can't be considered a latency problem because it is physically impossible for a data packet to make this trip faster with the technology available and the routes available. Simply put, the road from A to B is too long and in this case no third party services can help you.
Now, if you live in East Coast US and you have like 250~300 ping, then something is wrong. Considering it is not your family downloading stuff and using all your bandwidth, such services could potentially help you because in this case you DO HAVE a latency problem because we know that it is possible for the packets to make this trip faster. In this case, a VPN can provide either a better route (shorter road from A to B) or other techniques for lag reduction like dodging traffic shaping and other nasty things ISPs like to do.
Sorry about the wall of text and hope to have clarified the situation a bit.
