Hakkar is not the only thing "bugged", or rather not Blizzard-like, inside the instance.

there's quite a few other issues.
like duping channeler heads by spam clicking it and bugging out the boss, deleting the loot on it.

the hoodoo pile always MC and never fades off.

some others are quite hilarious though.

there was nothing to report it worked fine on ptr apart from the drain issue

yeah, this is a released bug. (dunno how it happens but it does)
never happened on PTR

Please report the bugged Hakkar on the bug trackers. I only see two people reporting there. If we don't all report it will never get fixed.

Hakkar is currently a clown fiesta because MC reduces threat by like 75% and thus he becomes nearly un-tankable at a certain point.
