It isn't as simple as that. When you place Tremor Totem it pulses immediately and then it takes 3 seconds to pulse again. Often your opponent is smart enough to destroy the totem within these 3 seconds. Having Tremor Totem down 'at all times' puts you in a losing position where you're trading GCDs for their auto/wand attack that could've been used to be offensive.
But there's more too it, they will also be running away from you, each time you use Tremor Totem you're not using your GCD on something useful. Even when you're succesful, when you do catch a fear there's a good chance that you're running out of the Tremor Totem's range.
If I had WoTF I wouldn't have to waste about 10 GCDs per fight (that's 15 seconds of doing basically nothing except for auto attacking) just to be prepared for that one instant fear. When you do catch a fear you're in a very bad position.
The worst part of it all is that this plays out when you know that there's a chance you're going to get feared. Just by virtue of having a Fear ability a Shaman is required to waste quite a bit of GCDs. All this trouble and more when you´re expecting a Fear, but what about the situations where you catch an accidental fear? You're screwed.
Just from that one sentence you wrote every Shaman can tell that you don't understand the class. You don't have to worry about my expertise because I've played Undead as various classes throughout Vanilla, TBC and WoTLK. I know how incredible the racial is because it allows you to play much more offensive. The difference between having and not having WoTF is that without it you're playing on a constant defense but with it you can play offensive at all times.
