It's not his rules. It's how the underlying assumption works. You're simply tweaking the system out of pure and raw greed.
Imagine dungeons when people are undergeared and a BoE green drops. The person who is undergeared, will probably hit need on said green BoEs to improve his set. Nobody else will hit need, because well, they're not going to use it. No feathers are ruffled.
I have had Hanzo's Sword drop for me, a rogue in team did need it, he asked about it, I said go for it, in spite of the protests of some randomer warlock. Rogue got to need it, he equipped the item, everyone moved on.
The fact it is a blue BoE, doesn't change the principle. Same with a purple BoE. You're supposed to need it only if you are going to use said item. The fact these excuses and misconstrued points of view are put out there, just show how petty greed moves tiny people like you. And sadly, you're probably the majority.

To be honest, nowadays I prefer it when there's no purple/high end blue BoE drop in my dungeons. People can't seem to come to grips with it. I was in a team where Krol Blade dropped. The sheer amount of drama that ensued when one person won the item after a greed roll (we had no fury/rogue dps) was proverbial. I didn't win the item, but it was fine, moved on, again the principle is the same of a green BoE. Yet my 'team' started a flame war while pulling, that ended with wiping us in an otherwise easy dungeon
Of course I also have the opposite cases where an epic item dropped (Kang, Warden Staff), and after the single roll people got over it and proceeded casually. The whole issue boils down to personal character and moral fiber. And precisely for this reason, I prefer to not have BoE drops.
