Depending on how you define playable of course.
I've just spent 2 hours on a collection quest, and ended up gathering a whopping 2 of the 6 items needed during this entire time, thanks to greatly overpopulated spawn zones, low drop rates, and most of all a MASSIVE amount of ganking going on over there; one BWL geared guy alone has been running around in circles for the past 6 (!) hours ganking everyone - and that's one out of probably more than a dozen level 60s that have been there ganking tonight. I don't think I recall a time today where my ress timer was much below its cap.
Is it unplayable? Well, of course you'll reach 60 at some point, slowly, somehow. But the overpopulation has definitely caused significant issues that I have never witnessed in over 10 years playing on live servers. Certainly a lot of players will say "PVP server, pvp happens", which is absolutely true.
But it's probably fair to point out, the magnitude of these things are nothing like they have been on the original servers, and it won't be getting any better with increasing player numbers, more high levels, and more "bored" players due to staggered content.
