Actually, you're asking for a massive subset of rules to be created, monitored, and carried out by an underwhelming number of people for an overwhelmingly large server.
Is 30 minutes harassment for using a spell a ban? Is 5? is it 2 hours? is it 1 minute? 1 time?
What if a rogue skins the beasts I kill? Are those mine so he should be banned?
What if a hunter pulls aggro and runs away to reset mobs, is that bannable?
Are you going to ban everyone?
Is it annoying? Yes. Is it fucking stupid? Yes. Are they douchebags? Yes. Did the GM do anything wrong? No. Am I going to enjoy the comment about sucking his dick? Yes.
Edit: Oh Tucker brings up a good point. I remember having to log off for days because of campers while levelling in vanilla. DAYS. Seriously man, you want to be treated like an adult? Here it is for you: Suck it up big boy, life's hard.
