Im not getting any cod scams, then again i know what a cod is so im not gonna pay for something unless i want it.

I have a lvl 1 bank alt so the gold restriction and mail restriction would fuck me

There wouldn't be any issues if you guys just read what you get in the mail and not automatically click it. It's not tedious at all. That would solve all C.O.D. issues.

Meanwhile, people who have multiple bank alts, like myself. I like to organize my things a lot, thus I end up with quite a few bank characters. Now everyone out there has to level their bank alt(s) just so you don't have to be so worried about reading your mail? (I say "so worried", because COD scammers will level up and send you more mail.)

I bet you would take 30 minutes to level up your bank alt before Scammers would. You don't like the idea because it's a 30 minute "inconvenience".

Let talk about "inconvenience". Let figure there are roughly 17,216 accounts (using the forum members numbers). If 5% of those are suffering from a COD scam that's ~861 accounts. As an Admin or GM do you want to deal with that? No, you don't. So you put a 30 minute restriction on all new characters. Takes you no time to hit level 3... then your restrictions are removed. Scammers and gold farmers are not going to spend the time doing this. They have quotas to meet. They can't be bothered leveling a character for 30 minutes.
