Blizzarding and Savespotting in BB, Ratchet etc.

But why is it that blizzard and maybe other AoE spells don't aggro the guards?
Is this working as intended?

On retail it was forbidden to attack from building roofs. It's simply an exploit because the guards aggro u but since there is no clear path they start to bug around. When u attack back, the guards will pwn u and the guy on the roof can easily gank safespots and even got the guards assistance in that. It happened that a GM told u to get off of the roof. I don't know what punishment u could await when u didn't follow their instructions. But one thing is pretty clear right now: allowing this particular exploit and telling it is not an exploit is more than rediculous.
I did it myself back in the days. But from today's perspective this is an unfair behaviour and abuse of a broken game mechanic. It should be forbidden and lead to a short temp ban.
