I don't believe the current argument is that the quality of the server itself is bad, it's complaints over matters more complicated than that, and the scripting and whatnot is usually mentioned as a cherry on top. It's not as black and white as "It's shit, but it's free!" or anything like that. I really doubt anyone is straight up saying "Woooooooow, I tried to do this quest and the NPC didn't spawn this server is fucking shit!!!!!!!!!!".
I would say a big reason that people complain in the first place is how the server was marketed. It seems pretty stupid to advertise as 100% bug free over 30 years in development by a team of 100+ elite coders and expect nobody to get upset when it isn't the legendary god server they expected.
As far as the GMs go, there are good ones and not so great ones. Your experience with any sort of Nostalrius staff is going to be all dependent on timing of what GM you get and what mood they're in. From my experience and the experiences of the people I know, Nithael is a pleasant GM to get, while a visit from Pottu might not be so enjoyable. Either way, they're pretty punctual in responding to tickets on a server with this many players. The server admins themselves are nice as well, from what I have seen.
Here's the big secret: People are going to be upset about shit that affects them in a free server because they invest a lot of time into it. There's no way around that. I know some people that get home late and can't play very many hours a day, and I can completely understand why they would complain if the servers are always down when they get on. Yeah it's free, yeah they can choose to drop all their progress and stop playing here, but if you're still playing here, I assume you know that just quitting and pretending you didn't waste a ridiculous amount of time leveling at 1x is hardly an option at all.
