New Suffixes introduced?

I came across a shield with the suffix "Of damage" which gave +1 damage. Unfortunately the damage doesnt apply to the main hand weapon.

If it's 1.7 it shouldn't have been added yet as we're "officially" on 1.5.

where exactly does it say proficiency items should be ingame?
the only thing i find there what might be like it is:

■Proficiency Bonuses have been added to the game. Some sets of equippable items have been added that will give bonus effects to the player only if they have a specific skill, such as Leatherworking

tho that is like the ZG caster bloodvine set that you wont get setbonus if you not have 300 tailoring or so

asfar as i know proficiency items should not be ingame until TBC

If physical dps are going to get enough weapon skill to push glancing blows off the table, maybe mage tier sets, and all cloth itemization should be fixed too. I'm looking at you, Clutch of Andros.

Physical DPS have always had enough weapon skill to push off Glancing Blows. It only takes +10, which is really easy to get especially for rogues.

Either way, +skill greens are never going to be BiS because they will never have other stats on them, where even pre-raid BiS dungeon blues do and thus contribute a lot more to DPS.

I saw an item that was "of Regeneration" that gave stamina, healing power and mp5, all on a level 45 item.
This should only be available on the items from the Silithus spawns.
