Anyway, it won't probably get any better than this since there's no legal possiblity of a server being hosted in the USA.

I just hate that since im in California I have 200-300ms constantly and there is like a 1 second delay on my GCD because of it

Odd, get a better ISP? I am only 500 miles closer (Arizona) to the server and have never seen above 180ms. There is vanilla addons to accommodate server lag like that. I had one that would show up on my cast bar the time I can send the server my next spell command without any ms delay. E.G. I cast greater heal with a 2.5sec cast time and I have 500ms latency (for easy math purposes), the addon will have a red bar at 0.5sec before the cast is finished to tell me if I need to cast again, I can at that point and it would be recognized by the server.
