You can't buy the weapons until BWL comes out. It was a retroactive change, however so as soon as BWL is released you should be able to buy them.

Honor system reward items with a rank requirement will now require a lifetime "highest rank" of that rank, rather than requiring the character to currently have the required rank.

I remember alot of r14's on my server farming Dishonor kills once they got all their rank gear to bust their rank back to private, they could still use their r11 mounts and weapons. Not sure about buying the stuff though. You'd think it would go off highest rank.
