People have different philosophies. For me, PVE servers always meant censorship, PVP meant realism. PVP just means you can do whatever you want, and it makes the game more interesting. For others, PVP means anarchy, gank everyone you see because they literally signed up for PVP.
Personally, I know what it's like to be ganked, so I don't do it to other people. If it's a 1v1 and they're not in the middle of soloing a quest mob, it's different.
It's more personal with vanilla WoW because people are at completely different levels with different gear, the GY runs are awful, and people are busy with different things like leveling. It's not like a moba or fps game where you're clearly engaged in a match.
People do get bored of grinding the same 2 bgs over and over again with no arena. So not all gankers are jerks, they just want to play the full spectrum of the game.
However, and I've said it before, I don't know any glads in WoW who would go out of their way to gank people. They're busy watching streams, putting together groups, selling carries, grinding rating. It's only the noobs who suck at pvp who constantly gank. These are the same people who graduate from ganking and move onto DDOSing once arena starts, because they're shit.
So yeah, I can understand doing world pvp out of boredom in vanilla. But the people who grief lvl 20s and thrive on misery are sociopaths. Not only that, but they suck. Let's be clear about that.
More often than not though, if someone ganks you in STV it probably means that someone of their faction was just ganked, so there is a lot of "eye for an eye" chaos. I have helped ally friends level up and I do not attack horde, but I notice them getting way too comfortable with a lvl 60 alliance right next to them. So people also need to take responsibility and not put themselves in a situation where they can be ganked. Like really, some people are begging for it, they know the nature of the server.
It's not so black or white, but sometimes it is.
