I'm pretty sure the OP is talking about the SAME FACTION.
For example, Alliance Guild A attacks boss with 40 people. Alliance Guild B walks up with 8 people and taunts the boss or dies to kazzak to screw them over.
Nothing to do with PvP.

I've seen it happen a couple times but the guild doing it gets a reputation for being crybabies (an example is judgement who used to be on my server)

That sucks even more. I've seen that happen a couple of times but the guild doing it usually gets a bad reputation among the other guilds on the same faction so it has it's consequences (a example is Grizzly, who used to be on my server, they griefed same faction on WBs alot).
Anyways, it's part of what we love with vanilla if you don't like it a 1.12 blizzlike server is probably not targeted towards you.
And please, don't ever restrict any kind of worldboss action aslong as it's not a clear abuse of bugs. This so called "griefing" is nothing more then cleaver use of game mechanics as it was phrased in retail, and the actions for it should either be nothing or the developers fixing the supposedly bugged mechanic.
