It is indeed. Yet it's rather unreasonable to conclude anything like "so you just
have to deal with it" or "don't play if you don't like this".
I'm reasonably sure nobody starts out on a PVP server because they enjoy getting ganked and camped constantly.
And I'm also pretty sure the vast majority of people don't start there either because they plan on ganking lowbies themselves later on. I guess the majority of players will never actively even go to any zone just to gank around.
I believe the motivation to play on a PVP server for the overwhelming majority of players is based on other gameplay aspects; city raids, large scalen open pvp, fighting fair battles. Some of the best memories I have back from classic, and even from Nost, were epic, long rivalries and duels with similarly leveled and geared players.
For most people, I'm confident that ganking is not the point of a PVP server, but rather a side effect; and for many probably even a rather unwelcome side effect.
I'd never play on a PVE server, but if there was PVP server that restricted excessive ganking, I'd join that without any hesitation.
The fact that ganking is part of PVP servers isn't god-given, but rather just an empirical fact.
It's very hard to classify what counts as reasonable fair fights and what constitues ganking, which might also be why Blizzard never really introduced any system to prevent that; even the relatively simple dishonorable kill principle didn't work out too well and was taken out at some point.
In theory though, it would be quite possible to have a PVP server and prevent or at least disincentivize it - just like "wall running" to get into bugged areas was forbidden, even though the game was heavily based on its open world and epxloration. And no, the right reaction wouldn't be to say "well then go play a game without any exploration". If certain mechanics can be abused, its well possible to refine them instead of just giving up on them altogether.
