I have had multiple characters in retail vanilla deleted and restored without a single quip by the gm. If their aim is to be a truly "blizzlike" server, then they would have restored your character without a second thought. Even when I have been hacked, they have restored my character, so don't even try to say that as an excuse for not restoring.
Sorry lad, but after having seen a buddy of mine delete his own t2 gear, and later on go "aw crap, I want to start again" so we made up a silly story, he got his char back, once, without gear as far as I can remember due to no proof of it. 2nd time he went "muh delete", well, his char was gone for good.
That being said, I'd be fine with him getting his lock back, but no gear, no nothing. Simple reason for that is that else you're creating gold, which is not cool for us. Him having no char is not cool for him though. So if the char database shows his lock being there, give him back I'd say.
If he's making a shit story up like "muh had lock, lock gone" while there wasn't a char in first place, I wouldn't blame the staff
. And shouldn't be too hard to check.
tl;dr: if there's actually a char that has been deleted, just give him back... It's only 1 value in the DB to change...
