1- Enforce that people are not multi boxing, or playing on more than 1 character at a time.

Multiboxing is illegal, if you see anyone multiboxing, report him and he will get banned.

yeah, already thought about that too. But since the progress on the PvE server is far behind, that wont work. People with Zul'gurub or BWL gear on a server where that content isnt available would be dumb.
Maybe restrict the transfer to Players below level 50. It would help a lot.

than make them both the same timeline
or open a other pvp realm with same timeline because the current realm pop is not blizzlike balance

I still don't think opening a fresh PvP server will hurt the current one. There is still an in flux of new players coming in and they would just be directed to the new one instead. There are people out there who enjoy PvP but in a less cluttered and more blizzlike populated environment.
