You're missing what is the real issue here. There isn't enough black lotus spawning each week to supply for 1 flask to each main tanks in every raiding guild per week at the moment. This is a systemic problem, no matter what the current available raids are.
That being said, the spawn rates will remain the same if nothing is done while the population and the amount of raiders/raiding guilds as well as the amount of gold sellers and chinese node campers will keep going upwards.
